What is a personal identity code?
A Finnish personal identity code (henkilötunnus) is a personal identifier used to confirm your identity with public authorities and many private services.
Treat it as personal information and do not share it unnecessarily.
What do you need it for?
You may need a personal identity code for:
• registering your personal details and address • applying for Kela benefits • opening a bank account • employment and salary payments • healthcare services • using public online services
Where can you get it?
Depending on your situation, the code may be issued by Migri while your residence-permit application is processed, or by DVV (the Digital and Population Data Services Agency). DVV maintains population data and can register your details after you move to Finland.
Check DVV's official instructions to see which route applies to you and whether you need an appointment.

It is usually helpful to bring:
• a passport or other valid identity document • proof of your right to stay in Finland • your Finnish address, if known • a work contract or employer's certificate, if you work • proof of studies, if you study • family documents, if you register with family members
DVV may ask for further documents, so check its current guidance before visiting.
What happens next?
Prepare your documents, book an appointment if needed, and attend DVV with the original documents. If you need a sign-language interpreter for the appointment, arrange it in advance.
Book a DVV appointmentAfter your details have been processed, use the code only where it is needed. You may also need to update your details with Kela, your bank or employer. The code normally stays the same when you move, but your address should be kept up to date.
